England suffers from a shortage of housing.

The shortage reflects two main constraints: First, a planning system that is highly complex and puts local priorities ahead of national objectives. A study by the IMF suggests that the UK has one of the most restrictive planning systems in Europe. Please see Page 26 for our ideas on how to reform the planning system.

Second, a decline in government grants for new social and affordable housing and a failure to replace the social housing sold under the Right-to-Buy scheme. The total number of social and affordable homes in England has fallen by 1.5 million since 1981, while the population has increased by 10.7 million.
